No. 02-38 Petition of CITY OF DECATiJR for a Conditional Use Permit <br /> (Government Use) at 3615 NORTH STAR ROUTE ROAD to <br /> temporarily operate a Dredge Mobilization/Operation Facility. <br /> Ms. Miller presented the recommendation of staff: <br /> The petitioner wishes to operate the Dredge Mobilization Facility at the site (zoned R-1 Single <br /> Family Residential District)which is necessary for the public convenience The use is a <br /> temporary use. <br /> The 52 acre site (adjacent to Lake Decatur)was annexed to the city on August 5, 2002,for use as <br /> the City's Dredge Mobilization Site and is currently undeveloped. The City has owned the <br /> property for numerous years. The site will be used as a mobilization site for the next five years <br /> or more. Long Creek will provide a two inch water main to the site. The area is currently not <br /> served by sanitary sewer. A temporary office structure and a storage garage will be located on <br /> the property near Lake Decatur,which will not be visible from Star Route Road. The City <br /> evelo the site after the dred in is com leted. <br /> currently has no plans to d p g g p <br /> The facility is located and designed to be operated in a manner that the public health, safety and <br /> welfare will be protected. The facility will not cause substantial injury to the value of other <br /> properties in the neighborhood. <br /> Staff is of the opinion that the best interests of the City of Decatur would be served by approving <br /> the Conditional Use Permit for the Dredge Mobilization/Operatiorn Facility in the proposed <br /> location. Staff recommends approval of the petition. <br /> The Zoning Ordinance of the City of Decatur requires that conditional use requests be submitted <br /> to the Plan Commission for public hearing, study and report concerning the effect of the <br /> proposed use on the comprehensive plan and compliance with ordinance standards. A motion to <br /> forward the request of Cal. No. 02-38 to the City Council with a recommendation of approval is <br /> suggested. ', <br /> Mr. Keith Alexander, Director of Water Management,was present and spoke for the petition <br /> stating this was essential for dredging basin su�(6). He stated that this is the preferred site after <br /> reviewing several. , <br /> There were no objectors present. I <br /> It was moved and seconded(Peck/Naber)to forward Cal. No. 02-38 to City Council with <br /> recommendation for approval. Motion carried with abstention by Commissioner John. <br /> Commissioner Sands was not present at the vote. <br />
