ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
Memo No. 02-80
August 14, 2002
TO: Honorable Mayor Terry M. Howley and City Council Members
FROM: Steve Garm]City Manager v
A. J. Krieg , Assistant City Manager
Steve Van Steenhuyse, AICP, Pla n ana
Kathy J. Miller, AICP, Plannerv(
I
SUBJECT: South Water Treatment Plant, Conditional Use
SUMMARY RECOMMENDATION: Staff is of the opinion that the best interests of the City of
Decatur would be served by approving the Conditional Use Permit for the water treatment
facility in the proposed location. Staff recommends approval of the petition. The Plan
Commission reviewed the request at the August l, 2002 meeting and recommended approval
with a vote of 9 to 0. Plan Commission minutes are attached.
BACKGROUND: The Water Treatment Plant was constructed in the late 1980s adjacent to
Lake Decatur. Because of an oversight, a special use permit was never issued. A new addition
to the treatment facility is being planned for lab and office expansion in addition to the recent
addition of the nitrate removal facility.
The water treatment facility and its additions are so located and designed to be operated in a
manner that the public health, safety and welfare will be protected; the facility is necessary for
the public convenience. The water treatment facility has not and will not cause substantial injury
to the value of other properties in the neighborhood. The use is compatible with the Urban Area
Land Use Plan that shows the location as institutional.
A landscaping plan will be submitted and approved by the Economic and Urban Development
Department before a Certificate of Occupancy for the building addition will be issued.
POTENTIAL OBJECTIONS: There were no objectors to the request for a conditional use at the
Plan Commission meeting.
1NPUT FROM OTHER SOURCES: NA
STAFF REFERENCES: If Council members have questions they may contact Kathy Miller at
424-2786 or at kjmiller@decaturnet.org.
BUDGET/TIME IMPLICATIONS: NA
