Miller, AICP, Planner�v(� <br /> I <br /> SUBJECT: South Water Treatment Plant, Conditional Use <br /> SUMMARY RECOMMENDATION: Staff is of the opinion that the best interests of the City of <br /> Decatur would be served by approving the Conditional Use Permit for the water treatment <br /> facility in the proposed location. Staff recommends approval of the petition. The Plan <br /> Commission reviewed the request at the August l, 2002 meeting and recommended approval <br /> with a vote of 9 to 0. Plan Commission minutes are attached. <br /> BACKGROUND: The Water Treatment Plant was constructed in the late 1980s adjacent to <br /> Lake Decatur. Because of an oversight, a special use permit was never issued. A new addition <br /> to the treatment facility is being planned for lab and office expansion in addition to the recent <br /> addition of the nitrate removal facility. <br /> The water treatment facility and its additions are so located and designed to be operated in a <br /> manner that the public health, safety and welfare will be protected; the facility is necessary for <br /> the public convenience. The water treatment facility has not and will not cause substantial injury <br /> to the value of other properties in the neighborhood. The use is compatible with the Urban Area <br /> Land Use Plan that shows the location as institutional. <br /> A landscaping plan will be submitted and approved by the Economic and Urban Development <br /> Department before a Certificate of Occupancy for the building addition will be issued. <br /> POTENTIAL OBJECTIONS: There were no objectors to the request for a conditional use at the <br /> Plan Commission meeting. <br /> 1NPUT FROM OTHER SOURCES: NA <br /> STAFF REFERENCES: If Council members have questions they may contact Kathy Miller at <br /> 424-2786 or at kjmiller@decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: NA <br />
