Howley and City Council Members <br /> FROM: Steve G , City Manager <br /> Leslie A , Sr., Fire Chief <br /> David Roz ki, Fire Marshal <br /> SUBJECT: Revision <br /> City Code Chapter 44 - Fire Prevention and Hazardous Materials Control <br /> Attached please find a request for ordinance revision of Chapter 44 of the City Code. This <br /> chapter is being updated and revised to include the adoption of BOCA National Fire Prevention <br /> Code 1999 of the Building Officials and Code Administrators International, Inc. (BOCA). This <br /> chapter has been subdivided adding an additional section which will make it easier to read and <br /> interpret. Those sections are: <br /> Article 1: Fire Prevention and Control <br /> Article 2: Basic Fire and Control Measures and Regulations <br /> Article 3: Hazardous Materials and Environmentally Damaging Substances <br /> Article 4: Regulations, Citations, and Penalties <br /> One item has been added that was not in the Fire Prevention Code previously and is not currently <br /> covered by the BOCA Code. The Fire Department would like to see implemented the limitation <br /> of shredded bark within 2' of a commercial building if the exterior wall is constructed of <br /> combustible materials. Any type of ground cover used would have to be noncombustible, such <br /> as stones or gravel. We have experienced fires in commercial establishments with the shredded <br /> bark. Discarded cigarettes in this material often smolders and catches the building on fire. This <br /> problem is not unique to the City of Decatur as we have learned about similar incidents around <br /> the country. <br /> Fire Departrnent staff recommends the adoption of the revisions to City Code Chapter 44. <br />
