5. FIREWORKS. The manufacture, storage, display, sale and discharge of fireworks <br /> shall be subject to the provisions of this section, in addition to those provisions relevant thereto <br /> set out in Chapter 31 of the Code. <br /> (a) No person, firm or corporation shall manufacture, store, display, sell or discharge <br /> fireworks without a permit therefor issued by the City. <br /> (b) Fireworks shall mean and include any combustible or explosive composition, or any <br /> substance or combination of substances, or article prepared for the purpose of producing a visible <br /> or audible effect by combustion, explosion, deflagration or detonation, and shall include blank <br /> cartridges, toy pistols, toy cannons, toy canes or toy guns in which explosives are used, <br /> firecrackers, torpedoes, skyrockets, Roman candles, dago bombs, chasers and devices of like <br /> construction and any device containing any explosive substance, except the term "fireworks" <br /> shall not include auto flares, wire sparklers, snakes, glow worms, trick noisemakers and paper <br /> caps containing not in excess of.25 grain (16.2 mg.) of explosive content per cap and toy pistols, <br /> toy guns or other devices for use of such caps, the sale and use of which shall be permitted at all <br /> times. <br /> (c). Building: No permit to sell fireworks may be issued unless such fireworks will be <br /> sold from a building meeting all applicable requirements of all City of Decatur building and <br /> safety codes. No fireworks may be sold from any place other than the building and location for <br /> which the permit is issued. <br /> (d). Display of Permit: Any permit issued hereunder for the sale of fireworks must be <br /> posted in a conspicuous place on the premises at all times. <br /> (e). Revocation: Any permit issued hereunder may be revoked or suspended by the City <br /> Manager upon two (2) days notice in writing to the permittee of opportunity to be heard, for any <br />
