Mr. Ratekin stated that this is the problem, since it is a <br /> private street, DMH security would have to enforce any signs posted. DMH has an agreement <br /> with St. John's that the road would be left open and St. John's parishioners would have access to <br /> get in and out of the church. <br /> Motion was made to concur with staffs recommendation that a two way stop be installed at <br /> Union and Pythian and no parking signs be installed along Union. It was further agreed that the <br /> Greater Decatur Y should install their stop sign to control traffic coming from their parking lot <br /> onto Union Street. All members concurred; there being no opposition, the motion carried. <br /> ITEM#3 West Main Street Speed Study. <br /> Mr. Ratekin began the discussion by stating that he had received a request from Pat McDaniel, <br /> President of the West End Association, to review high speeds on West Main Street, especially <br /> around Dennis School. There have been high speeds on this road, but only at certain times of the <br /> day. High speeds were noted at 2-4 p.m. in the afternoon with speeds some over 70 miles per <br /> hour. Mr. McDaniel would like the crossing guards at Dennis School to be given traffic cones <br /> that they can put out on the crosswalk when the children are dismissed from school. The problem <br /> is that school will be out in three weeks. The second suggestion made by Police Officer <br /> Callaway was to stripe the street much like was done on West Ash Avenue. Officer Callaway <br /> stated that the Police Department could also do more directed patrols provided there are no other <br /> serious incidents that would pull the officer off of that duty. <br /> Commarider Ryan stated that he has placed directed patrols in that area and focused on <br /> overweight trucks. In a 37 hour period the police made three (3) criminal arrests and issued 36 <br /> tickets. We need to do something to slow down the traffic and visually restrict the road. We <br /> need a long term solution that doesn't involve the police or crossing guards. <br /> Motion was made by Commander Ryan to stripe lane restrictions on West Main Street in <br /> scattered areas. Motion was seconded by Chief Gillen. Hearing no opposition, motion carried. <br /> ITEM #4 North Charles Street Traffic Concerns. <br /> Mr. Ratekin stated that the City engineering staff was made aware of the traffic concerns held <br /> by area residents when the Planned Unit Development on North Charles Street it was approved <br /> by the City Council. The day after the Council meeting, he was asked to look into this area and <br /> see what concerns should be addressed with regard to the traffic. The Engineering Division has <br /> had complaints in the past with regards to the volume of traffic on North Charles Street. The <br /> difficulty surrounding this area is that North Charles Street ends before it gets to Running Reds <br /> Drive. A short section of North Charles that goes into Runnin' Reds Drive is owned by the <br /> Decatur School District. If the School District desired, they could close it and general City traffic <br /> �vould not have access. Runnin' Reds is also a private drive and not a city street. There are <br /> 3 <br />
