Krieg , Assistant City Manager
Steve Van Steenhuyse,AICP, Plann' anag`!'" '
Kathy J. Miller, AICP,Planner
G
SUBJECT: Street Right of Way Vacation-- a portion of East Riverside Avenue,
South 17th Street and East Buena Vista --St. Mary's Hospital
SiJMMARY RECOMMENDATION: Staff recommends approval of the vacation of the streets
as proposed by the petitioner. The public right of way does not appear necessary to serve the
general public. Staff is of the opinion that the best interests of the City of Decatur would be
served by approving the vacation request and reserving an easement for access and utility
maintenance. The Plan Commission reviewed the request at the June 6, 2002 meeting and
recommended approval with a vote of 6 to 0 to 1. Plan Commission minutes are attached.
BACKGROUND: The petitioner is requesting the vacation of a portion of East Riverside
Avenue, South 17th Street and East Buena Vista in order to expand the hospital and construct
additional parking near the hospital campus. An access easement will remain on the street for
utilities and public access on 17th Street between Riverside Avenue and Buena Vista. St. Mary's
Hospital owns the property on both sides of all areas proposed for vacation. Emergency access to
St. Mary's Hospital will not be changed. The proposed streets for vacation carry local traffic
only.
POTENTIAL OBJECTIONS: There were no objectors to the request for street vacations at the
Plan Commission meeting.
INPUT FROM OTHER SOURCES: Letters were mailed to property owners along Riverside
Avenue and Buena Vista by the petitioner informing them of the hospital's intent to vacate the
streets. Utility letters have been received for Illinois Power. An easement for access and utility
maintenance will be required.
STAFF REFERENCES: If Council members have questions they may contact Kathy Miller at '
424-2786 or at kjmiller@decaturnet.org.
