F
r ,
Economic & Urban Development Department Memorandum
 #02-56
June 12, 2002
TO: Honorable Ma or Terry M. Howley and City Council Members
FROM: Steve Garm ity Manager
A. J. Krieger sistant City Manage
Steven J. Van teenhuyse, Planning ag
Hala Ahmed, nvironmental Specialist—---
SUBJECT: Rezoning Properties on East Riverside Avenue, South 17th Street, and Buena
Vista Drive from R-3, Single Family Residence District, to O-1, Office District;
Approval of a Special Use Permit for a Planned Unit Development to expand the
existing Medical Office Building and Parking Lot
RECOMMENDATION:
The proposed rezoning and Planned Unit Development will not create undue traffic or noise, and
the existing and proposed utility lines are adequate for the development. The proposed
development is an expansion of an existing use, and therefore it is compatible with the character
of the surrounding neighborhood and general area. In addition, the proposed parking lot will
improve the parking situation at St. Mary's Hospital. Staff recommends approval of the petition
to rezone the R-3 portions of the property to O-1 and the approval of the Planned Unit
Development.
BACKGROUND:
The subject site consists of the St. Mary's Hospital campus with vacant lots adjacent to the
current west side visitors parking area. Access to the properties on the site is from Riverside
Avenue and Buena Vista Drive. Although portions of St. Mary's Hospital have been rezoned to
O-1 in the past to allow for changes in use, the hospital building itself remained in the R-3
District.
The petitioner proposes the rezoning of the subject properties to allow the construction of a
25,000 square foot medical office building and new parking areas containing 408 parking spaces.
The hospital expects to have facilities sufficient for 17 physician offices and their staff. The
proposed office structure will be two stories high with a partial basement and will be connected
to the existing medical office building on the west side of the hospital. Access to the proposed
project will remain along Riverside and Buena Vista. The rezoning action puts all of the
property under the O-1 Zoning requirements.
The petitioner proposes landscaping and fencing to achieve visual separation between the new
development and adjacent residences. Storm water detention and surface run-off will be
accommodated in a proposed 12-inch storm sewer system that will tie in with the existing
10-inch system.
