Purpose of the SUP: <br /> The purpose for this SUP is to allow SpectraSite Communications, Inc., one of the largest and most <br /> respected tower building and tower management firms in the Midwest, to erect a 180' Monopole <br /> (designed for a minimum of 4 carriers) inside a fenced and secured 30' x 50' compound. The proposed <br /> site would be located on the east side of the Dynergy Substation located at the far southwest corner of <br /> the property occupied by Fairview Plaza Shopping Center. <br /> The proposed site is needed by Cingular Wireless (the initial tower tenant) to improve in-building <br /> coverage, as well as their overall coverage due to heavy commercial traffic in the area. There are some <br /> areas in west and northwest Decatur that have less than portable coverage. Cingular's "Search Area" is <br /> a circular shape, with a radius of approximately 0.25-miles, and centered roughly at the intersection of <br /> N. Fairview Avenue & Fairview Place (coordinates: 39-50-46.36N/ 88-58-38.38W). Cingular's search <br /> area is roughly bound by an area a %2 block south of W. Marietta to the north,N. Oakland to the east, <br /> about 500' north of W. Main Street to the south, and N. Taylor to the west. <br /> The proposed site will be actively marketed to wireless carriers, wireless Internet companies and other <br /> communications services that may also need tower space in the area, which should greatly aid in the <br /> reduction of tower proliferation within the City of Decatur. <br /> Justification: <br /> Initially when the Search Ring was handed down from Cingular Wireless through SpectraSite, the <br /> primary objective was to locate any towers in the area that could be utilized for collocation of Cingular's <br /> antennas. The search turned up 5 towers in the general vicinity, but no towers that were within the <br /> parameters of Cingular's search area, and no towers that would accomplish the goals of Cingular <br /> Wireless to improve coverage. <br /> 1) American Tower: 410' Guyed Lattice structure located 1.20 miles north northeast of <br /> bullseye and .95 miles outside of search area. <br /> 2) American Tower: 280' Guyed Lattice structure located 1.21 miles north northeast of <br /> bullseye and .96 miles outside of search area. <br /> 3) MCI Worldcom: 218' Guyed Lattice structure located 1.11 miles east of bullseye and .86 <br /> miles outside of search area. This tower is completely out of antenna <br /> space. <br /> 4) Illinois Power: 275' Guyed Lattice structure located 2.2 miles north northeast of bullseye <br /> and 1.95 miles outside of search area. This tower is not available to <br /> wireless caniers for collocation. <br /> 5) Decatur-Wilbert: 190' thin Lattice structure located .407 miles east of bullseye and .157 <br /> miles outside of search area. This tower would have to be torn down and <br /> rebuilt and still would not be able to meet Cingular's objectives of <br /> improving coverage in the west and northwest area of Decatur. There is <br /> -also residential housing within the fallzone of this existing tower, and <br /> available ground space for associated equipment shelters is at an absolute <br /> minimum, which in turn gives no chance for future growth at the site, thus <br /> doing nothing to aid in the reduction of tower proliferation within the City <br /> of Decatur. <br />
