No. 02-19 to City Council with <br /> recommendation for denial based on the letter from Illinois Power. Motion carried at a vote of <br /> five to three. Commissioners voting yea: Anderson, John,Oakes,Peck and Schiller. <br /> Commissioners voting nay: Clevenger,Shampine and Smith. <br /> Mr. Anderson questioned if votes could be changed and Mrs.Morthland stated that they could <br /> not. <br />
