That the above described portion of alley be, and the same is hereby, vacated as a public alley inasmuch as the same is no longer required for public use and the public interest will be subserved by such vacation, said portion of a11ey being shown on the plat thereof hereto attached and hereby made a part hereof. Section 2. That there is hereby reserved in, over, along and under the above-described portion of street and alleys to the City of Decatur, Illinois, and to the public and to those utilities and companies as the case may be owning public service facilities, mains, sewers, telephone and electric or other public utilities, such property, rights of way and easements as are or may be
