Decatur City Plan Commission <br /> Apri14, 2002 <br /> Page Four <br /> Mr. Phillip Cochran, Consulting Engineer, was present and spoke for the petition representing <br /> Decatur Memorial Health Foundation. Mr. Cochran stated that the agreement was signed <br /> between the hospital and the Springfield diocese. He stated that staff had provided a complete <br /> report. The street vacations had come before the Plan Commission. The agreement with St. <br /> Thomas Church is in place. The hospital has honored their obligation to submit the Planned Unit <br /> Development. Mr. Cochran stated that it became necessary last fall for the parking lot to be <br /> expanded. The building is underway now. Mr. Cochran stated that he had been instructed there <br /> were no plans to expand outside the campus. If that happened, the plans would come before the <br /> Plan Commission. The hospital hopes for the development of an overlay district. <br /> There were no objectors present. <br /> It was moved and seconded (Smith/Peck) to forward Cal. No. 02-15 to City Council with <br /> recommendation for approval. Motion carried with abstention by Commissioner Smith. <br /> Cal. No. 02-16 Petition of REAL ESTATE INVESTORS Of DECATUR, 101 South <br /> Main Street, Suite 300, or a anne mt eve opment at 4100 U.S. <br /> HIGHWAY 36 WEST. <br /> Mr. Bragg presented the recommendation of staff: <br /> The petitioner is requesting the approval of a B-2 Planned Unit Development adjacent to the <br /> Holiday Inn Select. The subject site contains 30.1 acres and is currently unimproved. A <br /> preliminary plat has been approved dividing the property into 15 lots as shown on the site plan. <br /> The developer proposes to construct the Planned Unit Development in conjunction with the <br /> development of the Holiday Harbor Water Park on the Holiday Inn property. The PUD will <br /> include various commercial, office and multi-family residential uses. <br /> The developer has agreed to provide water and sanitary sewer service to the site as detailed in the <br /> Staff Report. Two circulation streets will be constructed: one running north-south and <br /> connecting Route 36 to West Main Street and one running east-west and connecting the <br /> north-south street to the Holiday Inn property. The street and utilities will be dedicated to the <br /> City of Decatur. A traffic signal will be installed at the intersection of Holiday Harbor Parkway <br /> and Route 36 East to facilitate traffic movements into and out of the site. No signalized traffic <br /> controls will be located along West Main Street. The south terminus of Holiday Harbor Parkway <br /> will align with the entrance to the Scovill Golf Course. <br /> Several amenities will be provided on the site, including: <br /> Five foot sidewalks throughout the development, excluding that portion of right-of-way along <br /> Holiday Harbor Parkway between Fountain Lane and Route 36 East; <br /> Connecting sidewalks from all new buildings to right-of-way sidewalks; <br />
