Lincoln Square Theatre Local Landmark Designation
February 18, 2002
Page Two
1. Effect of the proposed designation on the surrounding neighborhood
The proposed landmark is located in the downtown business district on Lincoln Square, the
original center to the town. The property is located in the Downtown Historic District (National
Register District) in proximity to two arterial streets; the theatre fronts on North Main Street and
lies north of West Main Street. The proposed landmark designation should have no adverse
effect on the surrounding neighborhood.
2. Relationship of the proposed designation to the Comprehensive Plan
The Comprehensive Plans calls for the revitalization of Downtown Decatur and the creation of
the Central Business District as a Dining and Entertainment Center with a mix of uses such as
retail, residential, restaurants, office, etc. The Comprehensive Plan also calls for the renovation
of store fronts in the CBD. The designation as a local landmark could help the theatre obtain
additional funding for renovation/restoration. There are no improvements planned to the arterial
roadways that would adversely effect the theatre at this location.
3. Other Planning Considerations
The proposed local landmark designation would not be in conflict with other strategic issues of
the community. I
Inasmuch as designation can be a tool to facilitate reinvestment in the area, no conflict exists
with the current Comprehensive Plan and eligibility has been securely established, I recommend
approval of this petition and believe that designation will ultimately enhance the area.
