V Steenhuyse,Planning Manag���� <br /> Hala Ahmed, Environmental Specialis�-- <br /> SUBJECT: Rezoning the Southwest Comer of Runnin'Reds and Chazles Street from PMR-1, <br /> Park Mobile Residence District to R-6,Multiple Dwelling District; Approval of <br /> an R-6 Planned Unit Development for Affordable Housing <br /> SUMMARY RECOMMENDATION: Staff finds that the proposed use is compatible with the <br /> locality and would be beneficial in terms of extension of utilities. Staff does not anticipate the <br /> proposed development will create undue traffic or noise. Staff recommends approval of the <br /> petition as proposed. <br /> BACKGROUND: The subject site covers an area of 207,929 feet. A six-inch water main off of <br /> Charles Street services the site. There is currently no sanitary sewer serving the property. <br /> The petitioner proposes the construction of Heritage Fields, an affordable housing development I <br /> ' for individuals with developmental disabilities. The completed development will house up to 46 <br /> adults. The proposed development will have a single access from Charles Street. The petitioner I <br /> proposes to provide transportation to supplement public transit for the residents. - I <br /> The petitioner intends to undertake the development in three phases. The first phase is the <br /> development of an eighteen one-bedroom apartment complex for clients and a two-bedroom unit I <br /> for a Resident Manager. Phase Two consists of a 10-bed group home. Phase Three consists of <br /> 19 units grouped into three buildings. A fourth building will contain offices, laundry facilities <br /> and meeting rooms. The complex will not include treatment services, as the Heritage Behavioral <br /> Health downtown offices will continue to provide such services. <br /> Regarding the impact of the development on the overall drainage of the area, the City's <br /> Engineering and Infrastructure Department will work with the petitioner on extending sewer <br /> mains to the proposed development, as well as extending sanitary sewer from the development <br /> into the North Charles Street neighborhood at a future date. In addition the petitioner proposes <br /> extending a 12-inch corrugated metal pipe across Charles Street and drain it in their proposed <br /> storm sewer system to relieve some of the storm sewer drainage problems on Charles Street. <br />
