Van teenhuyse,Planning Manag� <br /> SUBJECT: Decatur Memorial Hospital Foundation Rezoning and Planned Unit Development <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the rezoning of the new <br /> and future parking area at the 2200 block of North Union Street from R-3, Single Family <br /> Residence District, to O-1, Office District. This brings the zoning of the parking lot into <br /> conformance with the zoning on the remainder of the hospital campus. Staff also recommends <br /> approval of the Planned Unit Development for the parking area and the redevelopment of the <br /> recently-vacated West Hay Street and North Union Street rights-of-way. <br /> BACKGROUND: Staff inet with representatives of Decatur Memorial Hospital in September I <br /> 2001 to discuss the hospital's expansion plans. It was agreed that any development outside of '� <br /> the hospital's traditional campus would be done as a PUD so that the public would have an � <br /> opportunity to comment on projects that may affect the surrounding neighborhood. In November <br /> 2001, in order to accommodate the parking needs of the expanded 300 West Hay Street office <br /> building, DMH requested approval of a parking lot within a residential district, located south of <br /> Kenwood in the 2200 Block of Nortl�Union, from the Zoning Board of Appeals. The Zoning <br /> Board approved the request, subject�o the condition that a PUD be filed for the parking area as <br /> well as for any additional parking areas and work within any vacated right-of-way. The parking <br /> lot has since been constructed <br /> In December 2001, the City Council �pproved a request from DMH to vacate West Hay Street <br /> between Monroe and Union and North Union Street from Kenwood to West Hay, which was <br /> opposed by the pastor and parishioners bf St. Thomas Church. Prior to Council approval, the <br /> church and DMH came to an agreement whereby DMH would keep the street open but would <br /> construct a gate that would be kept closed l�xcept for during weekend masses and special events. <br /> With this commitment, the church dropped their opposition to the proposal. The streets are now <br /> vacated and belong to DMH. <br /> DMH proposes to expand the Union Street parking areas north to Kenwood and add 47 new <br /> parking spaces to the lot. The entire lot, including the expansion area, is proposed to be rezoned <br /> from R-3 to O-1. In addition, DMH proposes a Planned Unit Development for the new lot and <br /> the vacated West Hay and North Union rights-of-way. The PUD site plans for the parking area <br /> show a 25-foot landscaped buffer where the parking lot is adjacent to the side lot line of an <br /> existing residential use and the use of headlight-screening hedges.
