Van S enhuyse, Planning Manag�,� <br /> Hala Ahmed, Environmental Specialist—}{}}�_ <br /> ���� <br /> SUBJECT: Rezone 900 Block of South Franklin from R-5 Two Family Residence District to <br /> O-1 Office District <br /> SUMMARY RECOMMENDATION: Staff finds that the proposed use is compatible with the <br /> locality and would not adversely affect the neighborhood. Rezoning the subject property will <br /> allow for better utility of the site and result in a more functional and aesthetically pleasing <br /> development. Staff recommends approval of the petition as proposed. <br /> BACKGROUND: The Neighborhood Housing Development Corporation(NHDC)has received <br /> approv�l for their plans to build ten townhouses for rental to low/moderate income families on <br /> four lots at the corner of North Franklin Street and East Cleveland Avenue. NHDC has been <br /> approved for funding by the Illinois Housing Development Authority to build the townhouses. <br /> In January 2002, NHDC purchased an additional lot to the north of the proposed development. <br /> This lot is currently zoned R-5. According to the previously approved site plan of the <br /> development, the proposed housing units are connected. NHDC intends to separate the <br /> development into two buildings with five units in each building. The petitioner also proposes <br /> adding more green space and a children's play area. The addition of the lot to the north <br /> facilitates this new design and adds open space to the development. <br /> POTENTIAL OBJECTION: There are no known objectors to this petition. <br /> INPUT FROM OTHER SOURCES: The City Plan Commission voted 8-0 to recommend <br /> approval of this petition at the March 7, 2002 hearing. Minutes of the meeting are attached. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Hala Ahmed at <br /> 424-2798. <br /> BUDGET/TIME IMPLICATIONS: N/A. <br />
