Miller, AICP, Planner ��� <br /> � <br /> SUBJECT: Special Use Permit --Historic Neighborhood Use for Office Use -- <br /> 447 West Main Street <br /> SiJMMARY RECOMMENDATION: Staff recommends approval of the proposed special use <br /> permit provided that (1) the proposed development occurs in accordance with the data and site <br /> plan submitted by the petitioner and (2) that prior to the issuance of a Certificate of Occupancy, <br /> the building be in compliance with the City's Building Codes. The Plan Commission reviewed <br /> the request at the February 7 meeting and recommended approval with a vote of 7 to 2. Plan <br /> Commission minutes are attached. <br /> BACKGROUND: The Glidewells purchased the structure at 447 West Main Street in the <br /> Summer of 2000 and began renovating the property to a single family residence. The plan was to <br /> sell the structure as a single family home. The Glidewells received recognition for their work � <br /> from the Historical and Architectural Sites Commission, the Landmarks Preservation Council of <br /> Illinois and the Mayor's Recognition. ' <br /> The Glidewells have not been able to sell the house as a single family home. The lease expired <br /> on the Glidewell's former office location so they made the decision to move their office to 447 <br /> West Main Street before the proper permits were obtained. The petitioner is requesting a Special � <br /> Use Permit to allow an office as a Historic Neighborhood use at 447 West Main Street; the '� <br /> premises are currently zoned R-6 Multiple Dwelling District. The structure would house the ', <br /> offices of Triple J Investors, Heritage Homes and possibly the Historic Decatur Foundation. Of , <br /> the 4000 square feet of gross area, approximately 1110 square feet will be net leasable space (521 , <br /> on the first floor and 590 on the second floor). <br /> Section XXI (Special Use Regulations) of the Zoning Ordinance provides for a historic �� <br /> neighborhood use in any zone located within the Decatur Historic District providing such use � <br /> preserves the historic, architectural and residential character of the structure. Such use must ! <br /> preserve the essential character and nature of the surrounding neighborhood as well. Plans ' <br /> submitted shall be in compliance with the Zoning Ordinance and prior to occupancy, the building li <br /> shall be in compliance with the City Building Codes. , <br />
