Decatur Cit Plan Commission I <br /> Y <br /> February 7, 2002 <br /> Page Seven <br /> Mr. Krieger stated that a recommendation for denial v�ould not necessarily stop development <br /> from occurring. He asked what the Commission would like to gain by denying the petition. Mr. <br /> Claypool stated that the petition is too vague and the petitioner should state what they are going <br /> to do. Mr. Krieger stated that any development would require subdividing of the property. He <br /> asked what the Commission did not see that they wanted to see. <br /> Mr. Krieger stated that the petition is a preliminary plat of a subdivision of land noting streets ' <br />� and utilities, not a request for approval of specific uses. A plan in accordance with the <br /> Subdivision Ordinance can't be denied development. The development agreement has no <br /> relevance to this preliminary plat. <br /> Mr. Krieger stated that it is in the developer's interest to submit the Planned Unit Development <br /> and develop in compliance with the terms of the development agreement. That allows the , <br /> developer to be reimbursed for certain costs per the agreement. He noted that there are two <br /> different documents and two different processes. If a precedent is being set it is that the City is <br /> requiring more of a commitment from developers at the beginning. , <br /> Mr. Claypool withdrew his motion. Mr. Smith withdrew the second. ! <br /> It was moved and seconded (Smith/Anderson) to forward Cal. No. 02-06 to City Council with ', <br /> reco ' r approval. No. 02-07 etition of TRIPLE J INVESTORS, 440 West Macon Street, for a <br /> �__�-- Special Use Permit to allow a Historic Neighborhood Use at 447 I <br /> WEST MAIN STREET. <br /> Ms. Miller presented the recommendation of staff: <br /> The Glidewell's purchased the structure at 447 West Main Street in the Summer of 2000 and <br /> began renovating the property to a single family residence. The plan was to sell the structure as a <br /> single family home. The Glidewell's received recognition for their work from the Historical and <br /> Architectural Sites Commission, the Landmarks Preservation Council of Illinois and the Mayor's <br /> Recognition. <br /> The Glidewell's have not been able to sell the house as a single family home. The lease expired <br /> on the Glidewell's former office location so they made the decision to move their office to 447 <br /> West Main Street before the proper permits were obtained. <br /> The petitioner is requesting a Special Use Permit to allow an office as a Historic Neighborhood <br /> use at 447 West Main Street; the premises are currently zoned R-6 Multiple Dwelling District. <br /> The structure would house the offices of Triple J Investors, Heritage Homes and possibly the <br />
