 t
COUNCIL COMMUNICATION FORM I
Engineering & Infrastructure Memorandum '
NO. 2002-02
January 11, 2002
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P.E., Director of Engineering & Infrastructure
Matthew C. Newell, P.E., City Engineer ,j
SUBJECT: Ordinance Establishing One-Way Street
300 South Water Street
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached ordinance establishing a
One-Way Street and restricting parking in the 300 block of South Water Street.
BACKGROUND:
In June 2001, the City of Decatur Police Department requested changes in the 300 block of South
Water associated with the direction of travel and parking. Changes in the Police Department's
parking situation required additional parking for vehicles being driven to the Law Enforcement
Center on official business. This issue went before the Traffic and Parking Commission on July
11, 2001, and the Commission agreed with the Police Department's request. Mark Barthelemy,
Chief of Police, issued a 90 day order providing for the proposed change.
The Police Department has stated that the changes to the street have met their needs. The Police
Department has assumed the responsibility of the enforcement of the new parking requirements
for this area.
POTENTIAL OBJECTION: There are no known objections to this ordinance.
INPUT FROM OTHER SOURCES: Traffic and Parking Commission
Decatur Police Department
