I
. / ,
MINUTES OF THE MEETING
OF THE
TRAFFIC AND PARKING COMMISSION
Wednesday, July 1lth, 2001
Engineering &Infrastructure Conference Room
Third Floor, Civic Center
ITEM # 2 Police Department request for angled parking and one way northbound traffic
' on South Water Street between Macon and Washington.
Acting Police Chief Barthelemy stated that the Police Department moved into the Law
Enforcement Center on January 6, 1989. Within one week the Department had outgrown the
facility. No provision was ever made for parking at the Law Enforcement Center for citizens or
staff and the underground parking presently at the center is not adequate in that it does not allow
enough space for the police vehicles, other department vehicles and State Police vehicles that use
the facility. The Police Department presently pays the Decatur Public Building Commission
$18.00 per month for 20 spaces in the parking lot at the corner of Macon and Water Streets. In
addition, the Decatur Public Building Commission no longer provides parking for those doing
business at the Law Enforcement Center. The Police Chief has issued a 90 day order enabling
angled parking and one way northbound traffic on South Water Street between Macon and
Washington Streets. A change has been made to the Chief's order by placing the angled parking
on the west side of the street rather than on the east side as originally requested. This change
allows the northbound traffic lane on Water Street south of Washington to line up with the
northbound traffic lane north of Washington.
Stewart questioned if this action would solve the Police Department's parking problem? It was
answered that yes, maybe for two - three years and that in the future the problem of parking for
citizens, as well as staff, would have to be addressed on a larger scale.
Newell indicated that pending the success of the temporary traffic and parking change on this
portion of Water Street, staff recommends that this action be approved by the commission.
It was moved and seconded (Sober/Wenneger) to accept staff recommendations that angled
parking be allowed on the west side of South Water Street. There being no opposition, the
 motion carried.
