' ' Page 2 <br /> Memo re: New Near North Neighborhood Rezoning and PUD <br /> January 14, 2002 <br /> various types: single family, townhouses and multi-family dwellings. All of these densities are <br /> allowed under the R-6 zoning. <br /> In addition, a Planned Unit Development is being filed for that portion of the conservation area <br /> east of Warren Street. The City's PUD ordinance requires a site plan that shows the final <br /> development of the land within the PUD. As noted above, Goody Clancy is in the process of <br /> creating this plan. The final plan will include land uses, unit mix, lot sizes, street standards, <br /> housing types, landscaping, etc. The plan will include a"mixed use area"that will be the heart <br /> of the neighborhood. This area will have commercial uses as well as residential uses (such as <br /> apartments above store fronts). Since the R-6 zoning only allows residential uses, a PUD is <br /> required to allow for mixed uses. The PUD also allows the imposing of standards to insure that <br /> the full neighborhood development is of the highest quality. <br /> The PUD submitted breaks with the norm in that a final site plan is not yet available. However, <br /> in order to allow for the adoption of a PUD for the area prior to the tax credit deadline, staff <br /> proposes adoption of a site plan showing the current conditions of the area and a set of standards <br /> for its ultimate development. Prior to development of any portion of the area, however, the PUD <br /> must be amended to reflect a final site plan. <br /> The"New Near North Neighborhood PUD Development Guidelines"contain several pages of <br /> requirements for the PUD. Covered are permitted uses, development standards such as setbacks, <br /> etc., and design standards for the buildings and the environment. These requirements are <br /> consistent with the Goody, Clancy Concept 5 proposals and will provide guidelines for the final <br /> development of the plans. The Development Guidelines note that both a final site plan and a <br /> "pattern book"of building types will be developed and approved prior to anv buildin�takin� <br /> place within the nei�hborhood. Once these are completed, they will be incorporated into the <br /> PUD via an amendment process. <br /> POTENTIAL OBJECTION: There were no objectors at the Plan Commission meeting. <br /> INPUT FROM OTHER SOURCES: The DHA, Goody, Clancy and Associates, and Eastlake <br /> have all contributed to the development of these guidelines. <br /> STAFF REFERENCE: Please contact Planning Manager Steven J.
