' pa e 2 of 3 II
 g ,
180 West Imboden Drive
January 3, 2002 i
3. The petitioner intends to retain the existing residential structure and use it as the corporate I,
office for their senior housin co orati n. The n
g rp o ew development will utilize the existing
2-car attached garage and insta115 more spaces for the office use, in order to meet the 7-space
, requirement.
4. A proposed 8"water main and a 6" sanitary sewer will serve the proposed development.
Storm water detention and surface run-off will be accommodated in a proposed detention
pond located on the east side of the property.
STAFF ANALYSIS
5. The petitioner proposes the construction of 48 dwelling units in a total area of 161,608 square
feet, i.e. creating an approximate density of 1 dwelling unit per 3,367 square feet of gross
area. Under terms of the Decatur Zoning Ordinance, the required density in an R-5 District is
1 unit per 2,500 square feet. Thus the proposed density is fairly low for an R-5 District and
staff believes that it is consistent with the surrounding area.
6. The petitioner has expressed his intent to preserve the existing tree line on the south side of
the site to provide screening of the development from residences to the south. Proposed
landscape elements include a shade gardens,perennial beds,walkways, a detention pond, a
gazebo and significant screening on the western border of the site. Staff recognizes that the
extensive landscaping proposed in the site plans is well-suited to the development and will
enhance the neighborhood.
7. The proposed facility has 46 one-bedroom units and 2 two-bedroom units arranged on a
central courtyard design. Site plans of the development indicate extensive landscaping in the
courtyard with the inclusion of fountains, a patio, a greenhouse and various types of
vegetation.
8. Property owners in the neighborhood have expressed concern about traffic created by the
proposed project. The table below presents data on daily traffic generation based on the
assumption that the subject property is otherwise utilized for R-3 Single Family Residence in
a typical, rather conservative, subdivision of 18 lots:
Current Zoning #Dwelling ^Daily Trips Total Daily
Units (DU) Generated/DU Tri s Generated
R-3 18 9.51 171.18
Proposed R-5 48 0.17* 8.16
1.19** 57.12
2.15*** 103.2
^Source: Trip Generation, 6th Edition- Institute of Transportation Engineers
*: Trip generation for Retirement Community
**: Trip generation for Elderly Housing
***: Trip generation for Congregate Care Facility
