Decatur City Plan Commission
January 3, 2002
Page Three
Mr. Claypool asked if the twenty staff persons would be in addition to the 100 staff persons at
Imboden Creek Living Center or if they would be transferred from the Living Center. Ms. Falk
stated that there would be 20 new staff persons at the assisted living facility.
Mr. Anderson asked if there were objections voiced during the neighborhood meetings. Ms. Falk
stated that there were objections regarding increased traffic and noise. She stated that there
would not be a great deal of additional traffic as most of the senior citizens do not have cars and
the noise would be that of senior citizens.
Mr. Dan Gavin, Architect with the Farnsworth Group, was present and spoke for the petition
stating that Mr. Brinkoetter had asked them to approach the development from a landscape and
gardens aspect.
Mr. Brian DesCarpentrie, Farnsworth Group, was present and reviewed the lascaping plan
' with those present. The main parking lot is on the east side and fifteen feet of the property line
with evergreen trees on both residential sides. The majority of the existing trees and shrubs will
remain. The building would be 25 feet from the south property line with extensive gardens and a
detention pond on the east side. The gardens are Victorian. The service drive would be screened
by vegetation and the view from Imboden Drive would be minimized. There would be a porch
overlooking the park like setting on the east side with a bridge and gazebo at the pond. Shrubs
would screen the walkway close to the existing neighbors. Water flows from the south to the
north which would be blocked and runoff would be directed to the detention pond. There are
several hydrants.
Mr. DesCarpentrie stated that the proposed rock border on the south end of the property would
be used for drainage. The detention pond was approximated to be five or six feet at the deepest.
Mr. Shampine asked the approximate elevation of the building. Mr. Van Steenhuyse said 35
feet.
Mr. Shampine asked if the existing house fronting on Imboden would be used as an office. Mr.
Brinkoetter stated that it would be used as an office. Mr. Van Steenhuyse stated that two main
buildings on one lot would be part of the special use and any change in the use would require an
amendment to the Planned Unit Development and City Council approval.
Mrs. Sands asked why the development wouldn't be zoned R-6. Mr. Van Steenhuyse stated that
' the petitioner was encouraged to choose the lowest density possible to meet their use and R-5
meets that designation.
Mrs. Sands asked about the lower level of the building and Mr. Gavin stated that it is a basement.
The building is two and one half stories at the southeast corner, dropping off to a service drive at
the rear of the building. The north end of the east elevation is the only three story part of the
building.
