• acceptable if an individual is completing his or her education and is seeking employment;or if they <br /> are currently employed and are considering a career change. <br /> The two year eligibility register creates several problems in light of our ongoing and active <br /> recruiting process. <br /> ■ Under the current system, we cannot accurately predict when we will exhaust an eligibility <br /> register in the second year. This creates issues in the recruiting program when potential <br /> applicants inquire as to when we will be doing testing. Our response is that it may be two <br /> years away, causing applicants to look elsewhere. <br /> ■ Once we exhaust the eligibly register, we are then placed in a position of attempting to <br /> begin the application process in a time period which is not optimal. Prospective <br /> candidates may still in school and not eligible to accept an offer of employment or we are <br /> forced to delay the application process for many months. This can create periods of time <br /> when staffng levels would fall below an acceptable level and would put the department in <br /> a situation where we are trying to "catch up." <br /> ■ Potential applicants aze graduating on an annual basis, looking for employment. If we are <br /> prohibited from testing on an annual basis, these viable applicants are recruited and hired <br /> by other agencies before we have the opportunity to test and/or make a job offer. <br /> ■ It lessens the cost effectiveness of our recruiting efforts to be recruiting when in fact, none <br /> of the prospective applicants can apply for a position within the next year. <br /> • <br /> POTENTIAL OBJECTIDNS: None anticipated. <br /> BUDGET/TIME IMPLICATIONS: Staff desires this change in civil service rules prior to I, <br /> commencing the application period for police officer candidates in mid January, 2002. �, <br /> STAFF REFERENCE: <br /> Mark Barthelemy, Chief of Police, telephone 424-2741 � <br /> E-mail mark.barthelemy@decaturnet.org <br /> • <br />
