� Council Memo <br /> December 12, 2001 <br /> Page Two <br /> Decatur Memorial Hospital owns the property on both sides of North Union Street between Hay Street <br /> and Kenwood Avenue. Decatur Memorial Hospital owns the�property on both sides of Hay Street <br /> between North Union and North Edward Streets. Decatur Memorial Hospital owns the property on the <br /> north side of Hay between North Monroe and North Edward Street. Consent letters were received from <br /> Dr. Sharon Bonds and James Masey(located on the south side of Hay)agreeing to the vacation and <br /> purchase by Decatur Memorial Hospital. <br /> Letters were mailed to residents located on North Union Street between West Hay and West Harrison <br /> Avenue by the petitioner informing them of the hospital's intent to vacate the streets. A single call was <br /> received as a result of the mailing requesting that the traffic be monitored at the intersection of West <br /> Harrison Avenue and North Union Street to determine if a four-way stop would be required. <br /> The City of Decatur will be granted a permanent easement for access on Hay Street between North <br /> Monroe Street and North Edward Street. Hay Street will remain as the access for the emergency room <br /> entrance. <br /> The closing of North Union Street will not have an adverse impact on emergency vehicles responding to <br /> calls in the area. In most cases, emergency response will be dispatched from both the Main Street and <br /> the Christine Drive stations. The changes in response due to closing off Union at Hay is an increase in <br /> response of 20 seconds to Truck 2 from the Brettwood Village Fire Station. This is the only company <br /> that would be affected. <br /> POTENTIAL OBJECTIONS: There were objectors to the request at the Plan Commission meeting and <br /> at the Traffic and Parking Commission meeting. The members of St. Thomas Catholic Church objected <br /> to the Union Street Vacation. <br /> INPUT FROM OTHER SOURCES: Utility letters have been received from Illinois Power, Ameritech <br /> and Insight Communications stating no objection to the vacations. Utility providers requested that <br /> ingress and egress easements be reserved for utility maintenance. <br /> STAFF REFERENCES: If Council members have questions they may contact Kathy Miller at 424-2786 <br /> or at kjmiller@decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: An appraisal for the proposed street vacations was submitted by the <br /> petitioner with an estimated market value of$71,800. A second appraisal was obtained by the City with <br /> an estima.ted market value of $66,000. The petitioner will pay the City of Decatur $71,800 for the <br /> vacation. <br />
