Excerpts from Plan Commission Minutes of August 2, 2001
Cal. No. 01-33 Petition of FINLAY PROPERTIES to amend the R-6 Planned Unit
Development at 701 West Grand Avenue.
Mr. Van Steenhuyse presented the recommendation of staff:
Staff noted that the main differences between the amendment and the plan approved last
February are the addition of seven units to the school building and the relocation of two units
from Building 5 to Building 1. Building 5 has been moved back from Grand Avenue and the two
western units have been relocated to Building 1 to improve the vista to the east facade of the
school. This was required by the Illinois Historic Preservation Agency before they would
approve Historic Preservation Tax Credits, which are an important element in the financing of
the project.
Staff noted that the ornamental fence surrounding the townhomes have a removable section using
wing nuts every 100 feet. This was requested by the Fire Department to improve access to the
rear of the townhomes. The Fire Department suggested a"Knox lock" system that improves
security for the fence while allowing the Fire Department access. However, the Fire Department
does not object to the wing nut fencing as proposed.
Staff noted two deficiencies on the plans: the sidewalk thickness of 4 inches does not meet City
standards (5 inches are required); and the freestanding lights have been changed from the
previously-approved lights. The approved lighting is a more traditional style, while the lights
shown on the amended plans are a modern"shoebox" style.
Staff recommends approval of the amended Residential Development Plan/Planned Unit
Development, subject to the following conditions, which must be executed prior to City Council
action:
a. The plan shall be revised to show a 5" thick sidewalk pavement.
b. The details shall be revised to show a traditional-style freestanding light fixture.
Mr. John asked why the staff recommendation did not include the Fire Department's conditions.
Mr. Van Steenhuyse stated that the Fire Department had made a recommendation which they felt
would protect the investment of the investor but it is still acceptable for the developer to do as
proposed. It is not a public safety issue.
Mr. Shampine asked if the amendment was brought before the Commission due to the different
configuration. Mr. Van Steenhuyse stated that the different layout requires Plan Commission
approval. There will be seven units added in the school building which is an increase in density.
There are sti1133 townhomes proposed although two were taken from Building 5 and added to
Building 1.
