Bragg, AICP, Planner� <br /> SUBJECT: Boundary Amendment to B-4 Central Business District -Rezone property <br /> generally located between North Main,North Water, Eldorado Street and Cerro <br /> Gordo Street to B-2, Commercial District <br /> SUMMARY RECOMMENDATION: Staff finds the proposed rezoning to be generally <br /> consistent with the goals of the Decatur Urban Area Land Use Plan and in harmony with the <br /> approved Olde Towne Redevelopment Plan. Staff recommends approval of the petition as <br /> submitted. <br /> BACKGROUND: City staff has initiated this rezoning in response to the permitted use <br /> amendments made to the B-4 Central Business District. The amendments, once approved, <br /> created non-conforming uses such as automobile service stations and billboard signs. <br /> The subject property contains 2.98 acres and is currently improved with four commercial <br /> buildings and two billboard signs. Properties on all sides are used for commercial purposes. The <br /> City of Decatur, in association with the revisions to the B-4 Central Business District permitted <br /> uses, has evaluated this area for its character as a central business area. Accordingly, staff has <br /> found that the proposed rezoning area is appropriately classified as B-2 commercial <br /> development, having a more suburban, automobile-oriented character than its central business <br /> counterparts. <br /> In addition, the rezoning of these tracts will make all properties legally conforming uses under <br /> the City of Decatur Zoning Ordinance. A map of the area to be rezoned is attached. A small <br /> finger exists within the southwest corner of this tract that is proposed to remain as B-4, Central <br /> Business District. This lot is used as a parish by St. John's Episcopal Church. There is currently <br /> inadequate off-street parking present to classify this property as a B-2 commercial use. The area <br /> along North Water Street is also proposed to remain as B-4 Central Business District. This area <br /> is of a more traditional central business district style and it is staff's opinion that the area may, in <br /> the future, have revitalization potential as a link between the downtown area and the Near North <br /> Redevelopment Area. <br />
