The subject property contains 2.98 acres and is currently improved with four commercial <br /> buildings and one billboard sign. Properties on all sides are used for commercial purposes. A 6" <br /> and a 20" water main is available to the site along North Main and Eldorado Streets and a 10" <br /> and 12" sanitary sewer connection is available along the same streets. <br /> 2. The B-4 Central Business District permitted uses were amended in July, 2001 to update the <br /> desired uses within the downtown area. The amendment created non-conforming uses within the <br /> subject area. <br /> PROJECT DESCRIPTION <br /> 3. The City of Decatur, in association with the revisions to the B-4 Central Business District <br /> permitted uses, has evaluated this area for its character as a central business area. Accordingly, <br /> staff has found that the proposed rezoning area is appropriately classified as B-2 commercial <br /> development, having a more suburban, automobile-oriented character than its central business <br /> counterparts. <br />
