That those portions of public rights-of-way at, in, or on which the above <br /> named alcoholic liquor may be consumed, on the day and during the hours listed in Section 1 <br /> hereof, are described as follows: <br /> Central Park; <br /> North Park Street between North Franklin and North Water Streets; <br /> South Park Street between North Franklin and North Water Streets; <br /> North Water Street between East William and East Main Streets; and, <br /> East Prairie Street between the alley west of Demirco and North Water Street. <br /> Section 3. That no alcoholic beverage may be consumed as provided herein unless such <br /> alcoholic beverage is in a plastic or paper cup. <br /> Section 4.
