property is not useable as it is always wet. Mrs. Williams stated that all of the water from the
Country Club washes onto her property.
Mr. Cochran stated that the retention pond for the proposed development would be a wet pond
and make up water would be provided so that it would not become stagnant. The banking and
landscaping would be similar to that done around Decatur Memorial Hospital. The devdopment
would not drain the same route as Forest Acres. Access to the pond would be somewhat limited.
Regarding the neighbor immediately to the south, her concern is appreciated. The building
would be set back 25 feet from the property line. A single family structure could be built eight
feet from the property line and still be three stories high. Mr.Cochran stated that it is estimated
the development will generate a car every three to five minutes which is not a high traffic volume
generator.
Mrs. Miriam Rozell of 90 Clubview asked how much green space would be left. Mr.Cochran
stated that green space is shown on the west side. There is 25 to 30 feet between the units and
the Planned Unit Development guarantees a 25 foot setback. Mrs.Rozell stated that Mr.
Cochran and the developers had been very accommodating and provided many details to the area
residents.
Mr. Mike Murphy, 94 North Country Club Road, was present and inquired if there was any
interest in the property between the proposed development and the McDonald's property. Mr.
Cochran stated that the vacant piece of property is very low and has been used as a pond. There
is interest and attempts have been made to contact the owner but there has been no return phone
call.
Mrs. Hunt expressed concern regarding the existing trees that interrupt her power. Mr.Cochran
stated that Illinois Power was contacted for underground installation for the proposed
development. The extension of the power as well as the sanitary sewer was discussed with Mrs.
Hunt.
Mr. John asked if there were numbers regarding single family development and the proposed
increase in density. He further asked if there were numbers should there be a reduction from
seven to five buildings at two levels rather than three levels. Mr.Cochran stated that tie
infrastructure costs would generally be the same. Additional driveways for single family
development would cost more. The developer had indicated to him that the development needed
to be 21 units.
Mr. John asked how staff scrutinizes these types of requests. Mr. Van Steenhuyse stated that a
plan would be required in any case. Staff responds to the request of the developers. The
numbers for the traffic volume determined that the impact wvuld be minimal. A much greater
number of units would not have been acceptable and that would have been shared with the
petitioner should that request have been presented. Staff feels that aesthetically the development
is attractive. The Country Club and the lake mitigate the location of the development to a certain
extent so that it would not be completely surrounded by single family residences.
Mr. Roy Townsend, 80 Clubview, was present and stated that the development is not appropriate
for the area. He stated that it is a beautiful layout but it would look better in another area.
