Van teenhuyse, Planning Manag ,��'j� <br /> Hala Ahmed, nvironmental Specialist <br /> SUBJECT: Rezoning of property in the 900 Block of South Franklin Street from R-5 One and <br /> Two Family Residence to O-1, Office, on petition of the Neighborh000d Housing <br /> Development Corporation(NHDC). <br /> SUMMARY RECOMMENDATION: The Plan Commission met June 7th and voted 9-0 to , <br /> recommend approval of the rezoning. Staff recommends approval. The staff report and minutes <br /> of the 6/7/O1 Plan Commission are attached. <br /> BACKGROUND: NHDC owns three lots on the northwest corner of Cleveland and South <br /> Franklin streets, currently zoned O-1. They also own a fourth lot immediately to the north, <br /> currently zoned R-5. They have requested that the fourth lot be rezoned to O-1 as well. They <br /> intend to construct 10 townhome units on the consolidated properties. These units will be <br /> targeted to low and moderate income tenants and will be partially funded by Illinois Housing <br /> Development Authority funds as well as the $64,650 granted by the City for NHDC projects. <br /> While the O-1 District is primarily for office uses, the multi-family use proposed for the property <br /> is allowed in the O-1 as well. The O-1 zoning will remain consistent with the commercial <br /> designation for this area on the Decatur Urban Area Land Use Plan while also allowing the <br /> proposed residential use. <br /> POTENTIAL OBJECTION: There were no objectors at the Plan Commission meeting. Staff <br /> has not received any letters or phone calls objecting to the rezoning. <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: Please contact Hala Ahmed at 424-2798. <br /> BUDGET/TIME IMPLICATIONS: Aside from the funds already granted NHDC, there is no <br /> other City funding involved. Increased property tax revenues will result from the improvements <br /> of these vacant properties. <br />
