Economic&Urban Development Memorandum
#01-66 -- page 2
From a land use perspective, the petitioner's proposed use is not inconsistent with institutional I
land uses within the vicinity. The site is severely limited for development by floodplain coverage
and the adjacent prison site. As well, the petitioner has adequate area to expand the center
without disrupting nearby residential uses. The County has made every attempt to locate the
proposed structure in such a way as to not interfere with or disturb the use of residential property
located to the east.
In light of the above, City staff is recommending approval of this amended special use permit
application. However, City staff rema.ins concerned in general about the construction of a new
animal shelter at this location.
As previously noted, gaining access from Mound Road, combined with the added complications
associated with road/facility construction within a floodplain, are likely to significantly increase
the overall project costs. City staff would like to further explore alternative, more centrally
located sites that would allow a greater percentage of project funds be devoted to actual shelter
construction, as opposed to capital improvements.
POTENTIAL OBJECTION:
Several neighbors along Carolyn Avenue eressed opposition to this project at the Plan
Commission hearing as well as the original City Council meeting on this matter. Objections were
mostly related to the use of Carolyn for access. Staff believes that further opposition is unlikely
now that the access has been resolved.
INPUT FROM OTHER SOURCES:
The City Plan Commission voted unanimously to recommend approval of this petition at the April
5, 2001 hearing. Minutes of the meeting are attached.
STAFF REFERENCE:
Any additional questions may be forwarded to Dane Bragg at 424-2781, or A.J. Krieger,
424-2727.
BUDGET/TIME IMPLICATIONS: None
