Van Steenhuyse, Planning Manag�-,��Cl-. <br /> SUBJECT: Entler Property (Scovill Park Addition)Rezoning <br /> SUMMARY RECOMMENDATION: On March 1, 2001 the Plan Commission voted 8-0 to <br /> recommend approval of rezoning the 4.8 acre parcel on the north side of West Main Street,just <br /> west of Megan Drive, from R-1 to R-3 single family residential. Staff recommends approval of <br /> the rezoning. The owners, Chris and Kimberly Entler, are also requesting approval of a 21-lot <br /> Preliminary Plat of Subdivision(to be called the Scovill Park Addition); this item is on the � <br /> agenda for separate action. <br /> BACKGROUND: The subject property has been vacant for some time, although it reportedly ' <br /> has been used by the owners as a source of fill for their excavation business. The owners have <br /> begun grading the property in anticipation of approval of the subdivision. The property is <br /> adjacent to property already zoned R-3 (the existing homes along Megan Drive), as well as <br /> property to the north zoned R-6 Multiple Family. '� <br /> POTENTIAL OBJECTION: Several objectors spoke at the Plan Commission meeting held on <br /> March 1, 2001. The adjoining residents stated that the grading has taken place early in the <br /> morning and late at night; that the owners have not been environmentally conscious; and that the <br /> resulting subdivision would bring the new homes too close to their properties. It was also noted <br /> that erosion from the grading had left mud on the sidewalks and in the streets (erosion control <br /> measures have since been installed). <br /> INPUT FROM OTHER SOURCES: The March 1, 2001 Plan Commission minutes are <br /> attached, as well as the Planning Division Staff Report for the Scovill Park Rezoning. <br /> STAFF REFERENCE: Please contact Planning Manager Steven J.
