Van Steenhuyse, Planning Manage€�� � <br /> Hala Ahmed, Environmental Specialis� <br /> SUBJECT: Rezoning 1885 West Corson from R-3, Single Family Residence District, to B-1, <br /> Neighborhod Shopping District <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the rezoning petition and <br /> suggests that the petitioner erects a buffer zone (fence and/or greenery) on the west side of the <br /> subject site to screen the proposed development from the surrounding residences. Due to the viable <br /> residential area west of Hill Avenue, and the proximity of the residence on the west to the lot in <br /> question, Staff believes that the petitioner should exercise discretion in the development of this lot <br /> for future purposes should the property be rezoned to B-1. <br /> BACKGROUND: The petitioner owns Brintlinger Funeral Home and a parking area on the <br /> northwest corner of Oakland and Corson, as well as a stand-alone parking area on the southwest <br /> corner. The petitioner proposes rezoning the above site, which is adj acent to the stand-alone <br /> parking lot, from R-3 Single Family Residence to B-1 Neighborhood Shopping District for the <br /> purpose of expanding his facility by installing banquet facilities and a casket showroom at the above <br /> site. The site is bounded by Illinois Central Gulf Railroad right-of-way to the south, and by <br /> single-family residential properties to the north and west. The property to the east is zoned <br /> commercial and houses Brintlinger's parking lot and two office buildings (a medical office building <br /> and Tru Temp Plaza). There are also residential properties on the east side of Hill Street and south <br /> of Corson; however, both are zoned B-1 instead of residential. The Decatur Urban Area Land Use <br /> Plan depicts the property in question as having two uses; the east side adjacent to commercial <br /> property has a commercial land use while the west side has a low density residential land use <br /> (probably because of an existing residential structure on the site). <br /> POTENTIAL OBJECTION: There are no known objectors to this petition. <br /> INPUT FROM OTHER SOURCES: The Decatur Plan Commission reviewed the request at the <br /> Apri15, 2001 meeting and recommended approval with a vote of 7-0. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Hala Ahined at 424-2798. <br /> BUDGET/TIME IMPLICATIONS: None. <br />
