Newell, P.E., City Engineer�2',�%�/ SUBJECT: IDOT Joint Agreement: Improvement of U.S. Route 51 Business and IL 105 SUMMARY RECOMMENDATION: An item on the agenda for the March 19, 2001, City Council meeting is an agreement between the City of Decatur and the State of Illinois covering the proposed improvement of U.S. Route 51 (Business) on the south side of the City. It is recommended by staff that the City Council approve the attached ordinances on: parking restrictions within the project area, prohibiting the release of waste water into storm sewers; and regulating encroachments into the public right-of-way; along with the attached resolution approving Agreement No. JN-500004 with the State of Illinois acting through its Department of Transportation. BACKGROUND: The Illinois Department of Transportation (IDOT) plans to reconstruct and resurface U.S. Route 51 (Business) between Lincoln Park Road and the FAP 412 interchange near Elwin. Included with this project will be geornetric work at Medial Drive / Rt. 51, Imboden Drive / Rt. 51 along with some resurfacing of IL 105 (Lake Shore Drive) through the interchange. Traffic signals will be installed at the intersection of Martin Luther King, Jr. Drive and Lake Shore Drive along with signal reconstruction at the intersections of South Side Drive/Rt. 51 and First Drive/Rt. 51.
