Excerpts from Plan Commission Minutes of March 1, 2001
Cal. No. 01-14 Petition ofNEXTEL PARTNERS, 159 Windmere Road, Winfield,
Illinois, for a Special Use Permit to establish a 190' communications
tower at 2320 NORTH OAKLAND AVENLTE.
Mr. Van Steenhuyse presented the recommendation of staff:
The petitioner proposes to construct a 190 foot monopole cellular communications tower on the
Sims Lumber Company property at 2320 North Oakland Avenue. The petitioner would like to
construct the tower to accommodate up to six cellular carriers on the site. There is a 400 foot
guyed tower near this property that cannot accommodate any additional carriers. There are no
other towers within one mile of the proposed location.
A fall zone of 95 feet (a radius equal to one-half of the tower's height) is required for this tower.
It is Staff's opinion that this zone be accommodated entirely within the property on which the
leasehold interest lies. The petitioner has proposed relocating the tower from the location shown
on the site plan to an area approximately 75 feet east of the current location.
Staff recognizes the need for a communications tower of this type in the northwest quadrant of
the City. Staff also prefers the use of this types of tower and its ability to house six carriers in one
location. Staff will consider supporting this proposed relocation and tower if the petitioner can
provide letters of support from the adjoining property owners where a fall zone encroachment
exists. In addition, revised site plans would be required. These items should be received prior to
this item being presented to the City Council.
Staff recommends approval of the petition contingent upon the submittal of revised site drawings
and letters of support from affected property owners.
Mr. Randall Lowe of Nertel Partners was present and spoke for the petition. Mr. Lowe stated
that he is working with the railroad and adjacent property owners regarding the fall zone. The car
lot is not particularly opposed. Mr. Lowe stated that the tower would fit on the property but it is
a lumberyard and will continue to operate as such. He stated that the community needs the
coverage and requested approval subject to obtaining agreements regarding the fall zone with
adjacent property owners or relocating the tower so that the fall zone is entirely on petitioner's
property.
Mr. John asked if staff is agreeable to this proposal by Mr. Lowe and Mr. Van Steenhuyse stated
that staff is agreeable.
There were no objectors present.
