Excerpt from Plan Commission Minutes of March 1, 2001 <br /> Cal. No. 01-07 Petition of FINLAY PROPERTIES for approval of an R-6 Residence <br /> Development Plan at 701 WEST GRAND AVENUE. <br /> NIr. Van Steenhuyse presented the recommendation of staff: <br /> The staffreport regarding the Residential Development Plan for Roosevelt School was presented. <br /> Mr. Van Steenhuyse reviewed the history of this project and noted that the project as proposed <br /> meets the general requirements for a Planned Unit Development as outlined in Section XXI of the <br /> Zoning Ordinance. Therefore, Staff recommends approval of the Residence Development Plan. <br /> However, Staf�s recommendation is based on the following conditions, all of which must be <br /> satisfied prior to scheduling this item for City Council approval: <br /> a. A more detailed landscape plan, showing foundation plantings, types of species, and size <br /> of proposed plantings shall be submitted and approved by staff; <br /> b. A catalog cut and/or specifications for the proposed pole lights, with light profiles <br /> showing light intensity at various distances. Where lights are located near e�sting <br /> residences, they must be shielded appropriately. Wall mounted lights shall not shine <br /> directly forward towards existing residences, but shall be shielded to prevent direct <br /> lighting from falling beyond the property lines. <br /> c. A detail for the proposed site break fence where it is adjacent to the existing residences <br /> sha11 be submitted for staff approval. <br /> Mr. John asked if the number of parking spaces provided is sufficient. Mr. Van Steenhuyse stated <br /> that based on the number of units, the 159 spaces to be provided exceed the required 135 spaces. <br /> Mr. Rick Heavner, Attorney, was present and spoke for the petition representing Finlay <br /> Properties. Mr. Heavner stated that his client hopes to have two additional properties in the <br /> future to use for parking. The architects are working on the landscaping, lighting and fencing and <br /> should submit a plan prior to the City Council meeting. Mr. Heavner stated that there is a <br /> reduction from 85 to 75 units, leaving the auditorium to be used as a community center. The <br /> neighborhood meeting seemed to be a great success and the area residents said it would be better , <br /> to have this development than leave the building to deteriorate. Mr. Heavner stated that the '� <br /> development would cost approximately $9 million using all local contractors and union work. '� <br /> Mr. Shampine asked if the petitioner was in agreement with the requirements as noted by staff. ' <br /> Mr. Heavner answered yes. � <br /> There were no objectors present. <br /> It was moved and seconded (Smallwood/Peck)to forward Cal. No. 01-07 to City Council with <br /> recommendation for approval. Motion carried with abstention by Mr. Setina. <br />
