No. 01-10 Petition of DECATUR MEMORIAL HEALTH FOUNDATION, <br /> 2300 North Edward Street, to rezone the premises at 2208 NORTH <br /> COLLEGE STREET from R-3 Single Family Residence District to <br /> O-1 Office District. <br /> Mr. Bragg presented the recommendation of staff: <br /> The petitioner proposes to rezone a 1.56 acre tract from R-3, Single Family Residence, to O-1, <br /> Office District. The subject property contains a 2,000 square foot residential structure, a small <br /> accessory structure and an 83 stall parking lot. City water and sanitary sewer services are <br /> available to the site. The residential structure is currently being used as office space for Decatur <br /> Community Partnership and the northeastern section of the tract is vacant. Hospital services are <br /> located to the north of the site, Monroe Park is to the west, a nursing home and residential is to <br /> the south, and a church is located to the east of the property. <br /> The petitioner proposes to rezone the properties to O-1 as a part of the expansion of the Decatur <br /> Memorial Hospital campus. The area is depicted as office on the Decatur Urban Area Land Use <br /> Plan. The proposed use is generally consistent with the land use plan and the surrounding area. It <br /> does not appear that the proposed rezoning or any of the uses allowed in the O-1 district will have <br /> a negative impact on adjoining properties. Sta.ff recommends approval of the petition as <br /> submitted. <br /> Mr. Shampine stated that the office is occupied and being used and asked if this were normal. <br /> Mr. Bragg stated that Decatur Community Partnership has been there four to six weeks which <br /> does not normally happen. Mr. Krieger stated that staff elected not to initiate a zoning case as <br /> they were aware of the pending rezoning petition. Representatives of Decatur Community <br /> Partnership had conversations with City staff regarding their intended use which was consistent <br /> with the adjacent O-1 zoning. <br /> Mr. Cochran, Consulting Engineer, was present and spoke for the petition representing Decatur <br /> Memorial Health Foundation. Mr. Cochran stated that his client has been aggressive in <br /> purchasing properties and once a suitable location was found the office moved very quickly. He <br /> stated that it was not their intention to take advantage of any situation. Mr. Cochran stated that <br /> the hospital will be purchasing property in the future and encouraging growth of the hospital. <br /> It was moved and seconded (Smallwood/Anderson)to forward Cal. No. O1-10 to City Council <br /> with recommendation for approval. Motion carried unanimously. <br />
