Public Works <br /> DATE: 2/8/2016 <br /> MEMO: 2016-03 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason,City Manager <br /> Richard G.Marley,P.E.,Public Works Director <br /> SUBJECT: Resolution Authorizing an Intergovemmental Cooperarion Agreement with the Village of Long Creek and the V'illage <br /> of Mount Zion for 2016 Micro-Surfacing Project,City Project 2015-24 <br /> SUMMARY RECOMIlVIEENllATION: It is recommended that the City Council approve the attached resolution accepting the <br /> intergovemmental agreement for the sharing of certain costs related to highway improvement projects involving the use of micro- <br /> surfacing between the City of Decahzr,the Village of Long Creek,and the Village of Mount Zion,Illinois. <br /> PRIOR COUNCIL ACTION: <br /> February 19,2013-Council approved Resolution R2013-16 authorizing an intergovernmental cooperation agreement for the <br /> sharing of certain costs related to micro-surfacing improvements between the City of Decatur,Hickory Point Townslup,Mount <br /> Zion Township and the County of Macon,Illinois. This agreement is in effect until December 31,2018. i <br /> June 15,2015-Council approved Resolution R2015-79 appropriating$140,000 of Motor Fuel Tax funds for the purpose of II <br /> micro-surfacing streets and highways as listed and described as part of the City's Micro-Surfacing Project. i <br /> BACKGROUND: <br /> Micro-Surfacing projects are focused on slowing the deteriorarion of pavements that are e�eriencing moderate wear. The actions <br /> of sun,freezing,traffic and age all combine to deteriorate asphalt pavements. Micro-surfacing is designed to seal and protect the <br /> pavement surface and slow deterioration thereby delaying the need for more expensive treatments such as a mill and overlay or <br /> total reconstruction. The work involves coating the etcisting pavement with a thin mix of asphalt and aggregate which serve to <br /> correct minor surface distresses and extend the life of the pavement. When performed at the right time with only moderate wear <br /> on the street,micro-surfacing treatments can last from 5 to 7 years. The City has perfomied tow micro-surfacing projects in the <br /> past with good results. The Macon Counry Highway Department has also placed micro-surfacing on several County highways,as <br /> has some of the nearby Townships. <br /> The City of Decatur along with Hickory Point Township,Long Creek Township,the Village of Long Creek,the V'illage of Mount <br /> Zion and Macon County propose a combined project that will use micro-surfacing as a cost effective way of protecting streets in <br /> each jurisdiction. Each agency party to this agreement has selected streets appropriate for micro-surfacing treatment and are <br /> combining them into one contract for the purpose of receiving more competitive bids which will reduce project costs. <br /> The City will act as the lead agency for the combined micro-surfacing project and pay the total cost of the work,with the other <br /> agencies agreeing to reimburse the City for the work completed on the streets in their jurisdiction. The City has an existing <br /> agreement with the County,Hickory Point Township,Long Creek Township,and Mount Zion Township to combine micro- <br /> surfacing projects. Mount Zion Township Y�as opted out of this year's project. The agreement with the Villages of Long Creek and <br /> Mount Zion are only for projects in 2016. <br /> The City's portion of the project will include portions of the Greendell neighborhood and a section of Boiling Springs Road. See <br /> attached location maps for informarion. Hickory Point Township plans to place a cape seal along Boiling Springs Road and the <br /> City will pay for the 837 foot portion that is in the City. A cape seal is similar to a chip seal that is covered with a micro-surface. <br /> It provides for a longer life than a simple micro-surface. <br /> SCHEDULE: <br /> Design work on ttris year's micro-surfacing project is currently underway. It is plavned that the combined project could begin as <br /> early as May 2016. <br />
