ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
No. 00-144
September 13,2000
TO: Honorable Mayor Terry M. Howley and City Council Members
FROM: Steve Garman ity Manager
A. J. Krieger, sistant City Manager
Kathy J. Miller,AICP,Planner
SUBJECT: Annexation of Surrounded Area--1515 North Lake Shore Drive
Final action to annex a parcel of land which is surrounded by the corporate limits is scheduled for
action (Monday, September 18, 2000). The appropriate ordinance to annex these parcels was
received and placed on file by the City Council on Monday, August 21. The property owners
were notified of the proposed annexation action.
The following information is relative to the areas in question:
1. The parcel contains one single family structures.
2. City water is available and located adjacent to the lot at Lake Shore
Drive; service is readily available.
3. The existing residence is served by an individual septic system
approved by the Public Health Department. The sanitary sewer is
available. There are no current plans to connect to sewers.
4. The streets are asphalt construction and maintained by the City of
Decatur up to the DAV Hall; there is adequate street lighting.
5. The average fire response time is 8 minutes. Decatur is the Fire Protection
District
6. Additional annual revenue of approximately $581 would become available
from the combined total real estate, motor fuel and state income taxes.
The total area of the parcels is 0.32 acres. The adjacent areas are zoned R-1 and R-3 Single
Family Residence District; when annexed the area will come into the city as R-1 Single Family
Residence District.
In keeping with city policy to annex surrounded areas and thereby create a more logical and
consistent corporate boundary, staff recommends approval of the annexation as presented.
