/r . CHAPTER 56.2 CURBSIDE LEAF VACUUMING 1. DEFINITIONS. As used in this Chapter, unless the context requires otherwise, the singular shall include the plural and the plural shall include the singular, and the following phrases shall mean: �� Curbside leaf vacuuming and disposal (ar. "leaf vacuumin�"): Sweeping or I� raking into a street those leaves properly deposited adjacent thereto by the resident(s) thereof, then vacuuming said leaves into the collection vehicle and depositing them at a location approved by the Illinois Environmental Protection Agency ("IEPA"). Dwellin�: Any occupied single family residence and any occupied multifamily residence containing not more than six units, provided that each occupied unit in a multifamily residence shall be considered one dwelling. Leaf Vacuumin� Pro,gram: A comprehensive program in which citizens are provided with the opportunity to have leaves vacuumed and collected from their dwellings. 2. LEAF VACUUMING PROGRAM. The City Manager may, by appropriate action, institute a leaf vacuuming program for the City of Decatur, subject to Council authorization as required herein. 3. LEAF VACUUMING CONTRACT. The City may, by action of the Council, contract with, or authorize a contract with, any person, firm or corporation for the vacuuming and collection of leaves from all dwellings within the City pursuant to a leaf vacuuming program.
