ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM <br /> No. 00-122 <br /> July 25, 2000 <br /> TO: Mayor Terry M. Howley and City Council Members <br /> FROM: Steve Garm City Manager <br /> A.J. Krieger, ssistan City Manager <br /> Dane Bragg, lannef� <br /> RE: Special Use Permit for a Communications Tower at the Finley Creek Pump <br /> Station <br /> The petitioner is requesting a special use permit to establish a Global Positioning System (GPS) <br /> radio tower at its Finley Creek Pump Station located on South Baltimore Avenue. The proposed <br /> tower would be located to the rear of the existing building and would be set approximately 130 <br /> feet from the front property line. The tower will be free-standing with no equipment shelters at <br /> the base. <br /> The tower will be of tripod design with lattice support and will have a total height of <br /> approximately 40'. Fall zone provisions are acceptable and do not pose a threat to pedestrians or <br /> vehicles in the right-of-way. There are no obstructions to the fall zone other than the actual <br /> pump station located 10' east of the proposed tower. This facility is not intended for public use. <br /> Staff finds the petitioner's proposal to be acceptable provided that a fence enclosure measuring <br /> 10 feet in vertical height is provided around the base of the proposed tower. <br /> Staff recommends approval of the petition subject to the fence provision. <br /> The Decatur City Plan Commission voted 8-0 with 1 abstention to recommend approval of this <br /> petition subject to the provision of a 10 foot fence. Minutes of the meeting are attached. <br />
