ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
No. 00-123
July 25, 2000
TO: Mayor Terry M. Howley and City Council Members
FROM: Steve Garma ity Manager
A.J. Krieger, ssistant City Manager
Dane Bragg, lanne
RE: Special Use Permit for a Communications Tower at the Hickory Point Pump
Station
The petitioner is requesting a special use permit to establish a Global Positioning System (GPS)
radio tower at its Hickory Point Pump Station located 4904 McDonald Avenue. The proposed
tower would be located to the west of the existing building and would be set approximately 40
feet from the front property line. The tower will be free-standing with no equipment shelters at
the base.
The tower will be of tripod design with lattice support and will have a total height of
approximately 40'. Fall zone provisions are acceptable and do not pose a threat to pedestrians or
vehicles in the right-of-way. There are no obstructions to the fall zone. This facility is not
intended for public use.
Staff finds the petitioner's proposal to be acceptable provided that a fence enclosure measuring
10 feet in vertical height is provided around the base of the proposed tower.
Staff recommends approval of the petition subject to the fence provision.
The Decatur City Plan Commission voted 8-0 with 1 abstention to recommend approval of this
petition subject to the provision of a 10 foot fence. Minutes of the meeting are attached.
