ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM <br /> No. 00-120 <br /> July 25, 2000 <br /> TO: Mayor Terry M. Howley and City Council Members <br /> FROM: Steve G City Manager <br /> A.J. Krieg r, ssista t ity Manager <br /> Dane Bragg, lanner <br /> RE: Rezoning 2545 East Pershing Road from R-2 to O-1 <br /> The petitioner is requesting the rezoning of a 36,000 square foot, or 0.83 acre, parcel from R-2, <br /> Single Family Residence District, to O-1, Office District. The property is illustrated as Low <br /> Density Residential Development on the Decatur Urban Area Land Use Plan. Property to the <br /> north is zoned M-2 and used for agriculture. Properties to the west and south are generally zoned <br /> R-2 and developed as such, while the immediately adjacent property on the west side is zoned <br /> O-1. Property to the east is zoned primarily zoned O-1 with a B-1 district on the corner of 27th <br /> and Pershing. The property currently has water and sanitary sewer service available. The <br /> petitioner has indicated that the property would be used as an office. <br /> This tract is located in an island of mixed zoning that is surrounded by industrial uses. It can i, <br /> reasonably be assumed that this island, over time,will be absorbed by industrial development. In <br /> the meantime,however, the area to the south is an established residential neighborhood. <br /> Staff has discussed O-1 zoning for the site with the petitioner and the petitioner has agreed that <br /> O-1 is acceptable. Staff sees the following reasons for recommending O-1 zoning for the tract, <br /> including 1) that O-1 is a low-intensity zoning district to be located adjacent to a residential area, <br /> 2) that O-1 would provide a logical buffer between the industrial property to the north and the <br /> residential area to the south, 3) that O-1 is a logical connection and extension of the districts in <br /> the area, and 4) the extension of O-1 in this area would prevent further spot-zoning. Staff <br /> accordingly recommends rezoning the parcel to O-1, Office District. <br /> The Decatur City Plan Commission voted unanimously to recommend approval of this petition at <br /> the July 6, 2000 Hearing. Minutes of the meeting are attached. <br />
