. ; <br /> SURVEY�PROGRAM DESCRIPTION AND BACKGROUND AND PURPOSE <br /> On February 9, 2000 W.F. Blank Enterprises, LLC (WFBe) was contracted to provide technical <br /> and planning services to document the conditions of approximately 83 acres in an area of the <br /> City of Decatur identified as the Near North Redevelopment Area for the purpose of declaring <br /> the area a "Conservation Area" consistent with Chapter 49.1 of the City Code. Refer to: <br /> • Exhibit °A' for a copy of Ordinance No. 97-92 that adds Chapter 49.1 to the City Code; <br /> • Exhibit"B" —Legal Description of the designated "Conservation Area"; <br /> • Exhibit °C° — Conservation Area Map #1 showing the physical boundary of the area to <br /> be declared a "Conservation Area°. <br /> Contract Services included a requirement for this comprehensive report docurnenting blighting <br /> conditions and a requirement to present information at a public forum. <br /> The purpose of this service is to provide justification for designation of the Near North <br /> Redevelopment Area a "Conservation Area" as defined by Chapter 49.1 of the City Code. <br /> SURVEY METHODOLOGY <br /> The survey required evaluation of the age of buildings, residences and property lots as well as <br /> an evaluation of the existence of any of the following sixteen (16) blighting conditions as <br /> defined by Exhibit °A". Fifty percent or more of the structures must have an age of 35 years or <br /> more. A combination of three (3) or more of the described blighting conditions are required to <br /> consider the area of°Conservation Area". <br /> 1. dilapidation <br /> 2. obsolescence <br /> 3. deterioration <br /> 4. illegal use of individual structures <br /> 5. presence of structures below minimum code standards <br /> 6. abandonment <br /> 7. excessive vacancies <br /> 8. overcrowding of structures and community facilities <br /> 9. lack of ventilation, light or sanitary facilities <br /> 10. inadequate utilities <br /> 11. excessive land coverage <br /> 12. deleterious land use or layout <br /> I 13. depreciation of physical maintenance <br /> 14. lack of community planning <br /> 15. diversity of ownership of such land <br /> 16. tax or special assessment delinquencies on such land which exceed the fair value <br /> thereof. <br /> Page 2 of 5 <br />
