Krieger, sistant City Man e <br /> M�Forgey, enior Planne <br /> Subject: Plan Commission case#00-25: Fanuly Video petition for rezoning <br /> The applicant proposes to rezone three lots on the same block, 1212 & 1220 North Hill Avenue <br /> and 1125 North Oakland Avenue from their current zoning of R-3, Single Family Residential, to <br /> B-1, Neighborhood Commercial. Their stated purpose is to build and operate a video rental store <br /> and an additiona12400 square feet of retail space at this site. The Future Land Use Map, a <br /> component of the Decatur Comprehensive Plan, splits the block in two, illustrating the northern <br /> half as Commercial and the southern half, including tfie three subject lots, as Low Density <br /> Residential. <br /> There is B-1 commercial zoning to the north on the same block—these are the properties which <br /> the applicant wishes to redevelop for commercial purposes. Garfield School is located to the east; <br /> the lands to the south and west are zoned for residential use and developed as such. The <br /> intersection of Grand and Oakland is relatively busy. Commercial development has e�sted on this <br /> � block, though not on these lots, for many years. The e�sting commercial development on this <br /> block does little to enhance the aesthetics or viability of these residential properties. There can be <br /> little doubt that the redevelopment of this block would be an improvement to the area in general. <br /> The acquisition of these three residential properties will provide the applicant with an opportunity <br /> to improve the layout of the site. <br /> Staff recommends approval of this petition as proposed. At its regular meeting on Apri16, 2000, <br /> the Decatur Plan Commission voted to recommend ap'proval of this petition by a vote of 8-1. <br />
