CITY COUNCIL MINUTES <br /> MONDAY.MARCH 20.2000 <br /> On Monday, March 20, 2000, the City Council of the City of Decatur, Illinois, met in <br /> Regular Meeting at 6:30 P.M. in the.City Council Chambers, One Gary K. Anderson Plaza, <br /> Decatur, Illinois. Mayor Terry M. Howley presided; together with him being Councilmen Carla , <br /> Brinkoetter, Nick Burton, Michael T. Carrigan, Phyllis E. Sands, and Betsy Stockard. <br /> Councilman Patrick S. Laegeler was absent at roll call. Six members were present and one was <br /> absent at roll call. Mayor Howley declared a quorum present. <br /> City Manager Steve Garman attended the meeting. <br /> Mayor Howley led the Pledge of Allegiance to the Flag. Invocation was given by Pastor <br /> Steve Durst of Crusaders Church of Decatur. <br /> Councilman Patrick S. Laegeler entered the meeting room. <br /> The minutes of the meeting of March 13, 2000, were presented. Councilwoman <br /> Brinkoetter moved the minutes be approved as written; seconded by Councilwoman Stockard, <br /> and on call of the roll, Councilmen Brinkoetter, Burton, Laegeler, Sands, Stockard, and Mayor <br /> Howley voted aye. Councihnan Carrigan abstained. The Mayor declared the motion carried. <br /> There being no Unfinished Business, Mayor Howley called for New Business. <br /> This being the time set for Proclamarions and Recognitions, a proclamation was read <br /> declaring the month of April, 2000 as "Sexual Assault Awazeness Month". A Certificate of <br /> Appreciation was presented to Michael Gibson for his service as President of the American Red <br /> Cross Board of Directors and for the many valuable services the American Red Cross provides <br /> not only to Decatur and Macon County but to the nation. <br /> An ordinance granting a Special Use Permit for the Country Club Meadows Planned Unit <br /> Development located at the Northeast Quadrant of Country Club Road and Lake Ridge Avenue <br /> on petition of Tony Romano, was presented. <br /> Councilwoman Stockard moved the ordinance do pass; seconded by Councilman <br /> Carrigan. <br /> Phil Cochran, Cochran Engineering, advised Council that a preliminary plat had been <br /> submitted this afternoon to the Planning Division and the developer has agreed to develop single <br /> family lots and no multi-family structures. <br /> EXHIBIT B <br />
