After discussion, Councilwoman Sands moved that the ordinance be tabled; seconded by <br /> Councilwoman Brinkoetter, and on call of the roll, Councilmen Brinkoetter, Burton, Carrigan, <br /> Laegeler, Sands, Stockard, and Mayor Howley voted aye. The Mayor declared the motion <br /> carried. <br /> Ordinance No. 2000-14, rezoning property located at 5400 Timberlake Drive from R-3 <br /> Single Family Residence District to R-5 Two-Family Residence District on petition of Paul <br /> Hopkins, was presented. <br /> Councilwoman Stockard moved the ordinance do pass; seconded by Councilwoman <br /> Brinkoetter, and on call of the roll, Councilmen Brinkoetter, Burton, Carrigan, Laegeler, Sands, <br /> Stockard, and Mayor Howley voted aye. The Mayor declared the motion carried. <br /> An ordinance rezoning property located at 1412, 1430 and 1440 Northwest Route 121 <br /> from R-1 Single Family Residence District to R-5 Two-Family Residence District on petition of <br /> Samuel Ryherd,was presented. <br /> Councilman Carrigan moved the ordinance do pass; seconded by Councilwoman Sands. <br /> Samuel Ryherd, petitioner, addressed City Council stating each residence presently has a <br /> walkout basement with approximately 2300 square feet; and anticipates little difficulty in <br /> converting the homes from single family to duplex dwellings. <br /> City staff responded to Council's questions stating there is a concern regarding <br /> insufficient parking for the proposed duplex structures; each residence could be converted to a <br /> duplex; and the use of a rezoning as a measure to correct property tax values. <br /> Upon call of the roll, Councilmen Brinkoetter, Burton, Carrigan, Laegeler, Sands, <br /> Stockard, and Mayor Howley voted nay. The Mayor declared the motion failed to carry. <br /> Resolurion R2000-34, authorizing Letter of Intent with the Illinois Department of <br /> Transportation regarding Route 51 North and Ash Avenue Intersection Improvements (CP9941), <br /> was presented. <br /> Councilwoman Brinkoetter moved the resolution do pass; seconded by Councilman <br /> Laegeler. <br /> City staff responded to Council's questions stating that Item 5 of the Letter of Intent <br /> (regarding access from Ash onto Prospect Drive) was the best staff could negotiate and Prospect <br /> Drive would only be closed due to traffic backups and safety concerns; traffic signal cycle is <br /> determined by city staff; and business owners are aware of the intersection improvements and ' <br /> associated concerns. <br />
