COUNCIL MEMORANDUM <br /> #00-03 <br /> February 14, 2000 <br /> TO: Honorable Mayor Howley and City Council Members <br /> FROM: Steve Garman, City Manager �-'�` <br /> �b <br /> RE: City Council Pav Raises <br /> Last week a survey was sent to City Council containing information relative to compensation for <br /> the Mayor and City Council. Decatur's compensation is less than any surveyed City anywhere <br /> near our size. <br /> In a Council/Manager system, the ideal compensation is enough to justify the time and expense <br /> of serving on the City's "Board of Directors", but not enough to attract people to the office <br /> because of the compensation. <br /> In my experience, the Decatur scale is too low, as virtually no one could cover even expenses, <br /> much less time, at the cuirent level. It therefore serves as disincentive to running for office. <br /> We would recommend the following: <br /> Mayoral Compensation $8,000 <br /> City Council Member $4,000 <br />
