CHAPTER 34 <br /> TRAFFIC <br /> ADDITIONS AND <br /> �. ,w,rrnrz+i►T�.v ai►r��t�n�rTmZ+c_ <br /> 11. WINTER PARKING RESTRICTIONS. <br /> A. EMERGENCY SNOW ROUTES. <br /> 1. The City Manager or his authorized designee may declare a snow emergency <br /> when it is determined in the opinion of the declarer of the emergency that new snow has <br /> accumulated in, on or along any emergency snow route in the City to a depth of two or more <br /> inches, and further to declare such emergency to be ended when it is reasonably deemed the same <br /> has exhausted its purpose. <br /> 2. The declaration of a snow emergency shall be in writing signed by the declared <br /> and shall be endorsed with the time and date thereof along with a statement of the manner,means <br /> and extent the same was, or was attempted to be communicated to the media and the public, and <br /> which shall be filed as soon as practicable with the City Clerk who is hereby authorized and <br /> directed to receive and preserve the same for public inspection for a period of time not less than <br /> two years, and by the same manner and method the ending of such emergency shall be declared. <br /> 3. When official signs are posted giving notice thereof, no person shall park or <br /> leave standing any vehicle in the roadway of an emergency snow route in the City at any time <br /> during the period commencing six hours after a snow emergency has been declared and <br /> extending to the hour at which such emergency has been declared to be ended. <br /> 4. Any police officer may cause any vehicle found to be parked or left standing in <br /> violation of the provisions hereof to be towed away and impounded whereafter the same may be <br /> held until all towing and storage charges relating thereto are paid by the person seeking to obtain <br /> the release of the vehicle. <br /> B. WINTER NO-PARKING ZONES. <br /> 1 The Citv Mana�er or his authorized designee mav declare a winter no-parkin� <br /> condition when it is determined in the opinion of the declarer of the emer�v that new snow or <br /> ice has accumulated in on or alon� anv winter no-narkin� zone in the Citv such that vehicular <br /> movement has become difficult or dan�erous and further to declare such condition to be ended <br /> when it is reasonabl�deemed the same has e�chausted its purpose. <br />
