EXCERPTS FROM I'
MINUTES OF THE MEETING
OF THE
TRAFFIC AND PARKING COMMISSION
Wednesday, October 13, 1999
ITEM#4 Request for an all-way stop at the intersection of Riverview/McClellen Avenues.
Newell reviewed the speed and volume data at the intersection. He stated that the accidents
' which had occurred were generally the result of poor sight distance caused by on-street parking
near the intersection. Staff saw two options available: the first was a restriction of parking at the
intersection and the second was an all-way stop. Phone calls from area residents indicated a
strong opposition to parking restrictions and were in favor of the all-way stop.
Mr. Tom Frazier, 1537 West Riverview, indicated that he submitted the petition for the all-way
stop. He did this because the Commission had been in favor of the neighborhood's previous
requests for all-way stops. Parking is very limited in the neighborhood, and they would prefer
dealing with the safety problem rather than to have parking removed. He also believes that
' removing the parking will not totally remove the sight distance problem. The residents need the
parking.
Mr. Jerry Gandt, 1405 West Riverview Avenue, stated that a school bus stops at this intersection
and picks up around 20 students every morning. He stated that more accidents occur at the
intersection than are reported.
Mr. John Patterson, 1576 West Riverview Avenue, stated that the sight distance is very poor at
the intersection.
Sober felt that the existing stop signs would have been better placed to control north - south
traffic rather than east - west. He would be in favor of an all-way stop.
Moore would recommend an all-way stop.
Mr. Frazier believes that moving the existing stop signs to face north - south would only increase
speeds on Riverview, although he acknowledges that Mr. Newell would disagree with him on
that.
It was moved and seconded (Moore / Brown) to install a all-way stop at the intersection of
Riverview/McClellen Avenues. There being no one opposed, the motion carried.
